The ivtv driver can be a bit dodgy on occasions. I'm currently running ivtv-0.1.10-pres-ck34.tgz from http://kmos.org/~ckennedy/ on 2.4.21 kernel. However, YMMV. With these versions, decoding using this plugin and encoding using analogTV at the same time is very stable.
